The Spoils System (patronage) is a practice in which a political party, after winning an election, gives government jobs to its supporters. Why would anyone call government jobs being handed out to reward people for their votes "SPOILS" and not rewards? It is currently referred to as " the political machine". That explains why inept/inadequate/inexperienced people are given jobs for which they are manifestly unqualified. They get the reward and we the people get shafted. And so it goes!
