FBI Director recommends that no criminal charges be brought against Hillary Clinton for her email activities. He verbally slapped her wrists for CARELESSNESS. What should the DOJ do?

Said no reasonable prosecutor would pursue charges. HOWEVER he did say that in other circumstances people would be sanctioned for carelessness. Said there was no evidence of intentional misconduct!  He went into great detail about the process.
