And to thee. It is (sortof) a parody of the sort of message that command line unix/linux returns if you ask it to do something silly.
"Out of cheese error" is the response of the computer "Hex", if it is asked to do something impossible, in the Terry Pratchett Discworld books.
"42" is the answer to "Life the Universe and Everything" in the Hitchhikers Guide to the Galaxy books by Douglas Adams.
"Rebooting the internet" was thought to be nonsense until Time magazine found an individual in London who apparently has that ability. (There are 6 others around the world, apparently.) The idea being that if the net was being misused in times of international war there are people who as a last resort could close the thing.
So much nonsense in a single line. say "Shut up Ray!" :)

AHAH! I was right! It WAS way over my head! All those allusions I didn't get. Thank you for translating it for me. You know I tried multiple times to read the Hitchhiker stuff and it just isn't my cuppa tea. I know nothing about Linux but my son has a friend who is a master in it or at it or was years ago. Does it still exist? Here's the thing. You are very smart. I can tell. I like that a lot though I really wish I had understood at least ONE of your allusions. But I can learn. Pay attention. I didn't understand the answer you gave but I understood the translation. That's hopeful! Thank you for taking the time to clarify it for me. You could have just ignored me but didn't! I appreciate that Plingsby! :)
