    Yes, Article 50 of the Lisbon Treaty allows for a state to withdraw. As this is unprecedented, the exact ramifications remain to be seen. Negotiations will take place between the EU and the UK. This will definitely affect trade, probably banking, and possibly whether other states decide to join or leave the EU, among other things.
