The hole in the Dam grows larger daily. More water gushes out and soon the Dam will burst. Why didn't the Dam staff repair the hole?

The Dam security staff had only one task...make sure there were no leaks and if there were to repair them immediately. They stood by and watched while the danger grew daily. The Dam burst drowning all the Dam staff. Did they serve it because they let it happen or do you feel sorry for them?  Why?
