The EO re: Keystone XL pipeline required that domestic steel be used. Now the White House says it needn't be domestic. SAY WHAT?

The  Donald's Executive Order clearly states that use of domestic steel is part of the deal. Now he says no it isn't. Does he purposely try to confuse us or does he simply not know what the he** he is doing?

    Did you read the Executive Order?  I can find nothing in it re US (domestic) steel.  https://www.whitehouse.gov/the-press-office/2017/01/24/presidential-memorandum-regarding-construction-keystone-xl-pipeline
