Are folks appointed as delegates BEFORE the Primaries? If their preferred candidate doesn't win are they OBLIGATED to vote for the person who got the most votes? Why would anyway take such a chance?

Why lock yourself in a  position which would FORCE you  to vote for a candidate you don't like? Do delegates go in blind and never know for whom they will be obliged to cast a vote? How is that fair? Who would want to be a delegate under such circumstances?
