A 1-dimensional person becomes head of state which is, of course a 3-dimensional job. Are his/her chances of success purely math-based?

If he/she has 1/3 of the essential qualities/abilities/traits necessary in a head of state because that is all that his/her 1-dimensional self can offer is his/her chances of success 33-1/3%? Or do other factors come into play above and beyond math? Like what?
