With Republicans it isn't the issue that matters but whose issue it is. Why?

In 2013 we the people were asked if we would support going into Syria. Obama was prez.

37% of  Dems  said yes
22% of Republicans said yes

In 2017 we were asked the same question. Trump is prez

36% of Dems say yes
86% of Republicans say yes

Anyone have a cogent/coherent/logical reason other than blatant PARTISANSHIP WHY Republicans in droves support the same action by a Republican that they didn't support by a Democrat? Anyone?
