The dog repeatedly chases a car. One day it catches up. It doesn't know what to do with it. Why did it chase it?

Someone said Republicans voted to repeal the AHCA over 60 times. Then they got total control of the government and had a chance to do REALLY do it.  Like the dog chasing the car and then catches up with it.  How could they fail to repeal when they hold all the cards?
