As we stand now is ACA(ObamaCare) repealed before it has been replaced putting us where we were before Obama's executive order?

No national health care at all, left up to the states, who are waiting for the Federal government to decide before going back to doing nothing about the rising cost of health care?

The ACA is still in effect.  The bill for new health care has only passed in the House of Representatives.  It must now go to the Senate where it will probably be amended.  Then it goes back to the House.  It doesn't become law until it is passed in both houses.

I agree that it's premature, but I guess they see it as a "win" just to have gotten it through the House.  The much harder part will be the Senate.  In the meanwhile, everyone is up in the air - insurers, patients, etc.

Not all are up in the air. Some insurers are pulling out as things stand, offering no coverage at all.
