I don't know if he bites. I don't know if he has water, but it is over 100 F. outside. Should I call the police? He's been barking for hours now.
I think it's a neighborly thing to talk to the owner first, if you can do so safely and tactfully. If you can't get to the door without passing the dog, contact the city. Each area has it's own rules. It may be the police or animal care and control that comes out.
That is terrible. You need to do something. I would go over there and check it out. If the dog needs help, you need to get him help. Don't put him where he will be put to death though, please.
A dog that continues to bark is stressed to the max. He probably needs company, he probably needs to be walked. People do not walk their dogs and that is very stressful for an animal that needs regular exercise and a routine. That dog sounds neglected.
If you want to knock on the door and ask them if they are properly caring for their animal, go ahead.
If you want to call the cops to file a noise complaint go ahead.
If you want to call the cops to do a welfare check on a dog because you hear him barking, please give the cops a break. You may be concerned but the cops are pretty busy right now. If you know the owners have gone out of town for a week and left the dog inside with no food, water, or AC, call the cops and report it.
i'd do a drive-by... just to take a peek. maybe do that a few times; see if there's anything you can learn about who's around and what the dog looks like and such. ask another neighbor what they think. get more input.
