Are cops sometimes given orders to stand down during protests and at other times given orders to crack heads?

Depending on who is protesting?

    I think the crack heads have a tough time taking orders so the cops have to stand down and protest themselves sometimes.

    Of course.  It is a battle and like with any battle, you have to insure victory for your side.

    If the opposition is tougher than you came prepared for, then it is time to back off and LIVE.

    I hope not.

    Then again if the cops come from a 'wrong' neighborhood, They may 'take sides' and start cracking heads on their own.
