Why have American Ambassadors/Envoys in countries with which we are engaged in war? Isn't it too late for diplomacy?

No.  If they have any coin to barter with, they will consider it.

It is far better to have peace inserted where we can during the conflict and ambassadors often come with options or compromises that were not considered or taken seriously prior to the visit.
