The USA has some form of "Child Protective Services" at the State level in the several States and territories (although that is sometimes only for "show" and as an employment venue for worthless government workers) but other parts of the world have nothing. In fact, in some parts of the world (Brazil comes to mind) unwanted children were (and may still be) hunted down and literally executed in the streets.
