If rain can be "turned on /started" by a rainmaker why can't it be turned off/thwarted/redirected/influenced?

A Medicine Man has rituals and incantations that seek to cause rain. A Rainmaker uses science to seed clouds with silver iodide crystals  from planes. I don't know what the percentage of effectiveness is for either method. But like a faucet. If  you can turn it on why can't you turn it off or lower the speed/volume?
