Red states will be more screwed than Blue if Cassidy/Graham passes. How can they not know this?

Per "The Atlantic" September 20, 2017 issue in an article by Vann R. Newkirk the following states will be most adversely affected by Cassidy/Graham repeal and replace.

Louisiana, Arkansas, Arizona, Kentucky, Ohio, Indiana, Maine, Iowa, Alaska, New Mexico, North Dakota, West Virginia, Montana. Largely dominated by Republicans. Oh my. How embarrassing is that? Think it's gonna go up the flagpole with those affected adversely saluting or do you think that once again the GOP wasn't aware of the  consequences of their actions and shot themselves in the foot? Again?
