Let's give General Kelly the benefit of the doubt and say he "misremembered".Shouldn't he publicly apologize to Congresswoman Wilson?

Kelly publicly excoriated Congresswoman Wilson for something that never happened, was completely false. Why he would go into such detail about something that never happened is unclear. False memory?  If you were in his shoes and saw/heard the PROOF that you were mistaken what would you do? Remain silent, double down on the false attack or apologize publicly? Why?
