The advantage of shaking up the applecart, dumping out all the apples and leaving an empty cart is what?

The apples get bruised, become rotten and inedible. You leave the cart empty for awhile as people starve from lack of sustenance. Then you slowly fill it with food that is harmful/dangerous/deadly. Who wins here?
