Are there any obligations among foreign countries to comply with the laws of one another? Can a foreign country be FORCED to comply?

If the governments of others countries subpoena the US government or a US business for private information of a US citizen to help them prosecute  must we comply with it? If the US government demands information from a foreign government or foreign business on an American citizen that is usually confidential (bank accounts for example) can it be FORCED to divulge it?  I'm all for international co-operation VOLUNTARILY but anything more than that I think is way out of line. What do you think and why?
