Logic states that one has to be somewhere at any one given time. Therefore, one cannot arrive someplace until they get there. Then once they get there they can truthfully say that they have arrived. However, since "there" is not defined as a given quantum position, anywhere can be "there". Thusly, one can say at any point that they "are there" ... whether or not they actually are.
