Being compared to a duck is a putdown. Who decided it should be a duck in the first place?

"If it walks like a duck sounds like a duck looks like a duck chances are good that it's a duck".  I don't know if I stated that accurately but anyone gets  the gist of it. Donald duck is good guy. The nephews are cute. Uncle Scrooge has some charm especially at Christmas. Who hates ducks and why?  T he Duck Blind guys?
