    I think deliberate and malicious neglect is very rare.
    Most often it is caused by other demands that are significant to the grown-up but not to the child needing attention.

     I don't know how many inept lousy thoughtless selfish parents there are in the world but I'm guessing they numbers in the millions. With a population in excess of 7 billion it is probably inevitable. All pedophiles are malicious and deliberate. All haters of people of color hate their children as well which is deliberate and malicious. When they can do harm they do do harm without thinking twice about. Every pol who votes down legislation to help a child is deliberate and malicious. SIGH. In my opinion. Thank you for your reply. I'm gonna ask.
