There were 1800 deaths from Hurricane Katrina. So far in Puerto Rico deaths from Hurricane Marie are about half that and rising. WHY?

The initial disaster was caused by nature.  What has happened subsequently is man-made . Still no electricity in many areas of the Island. The final death toll in Puerto Rico may reach/exceed that of Katrina. Due to Benign neglect or cold dismissive contempt?

    Due to the fact that it is an island and hard to get supplies/workers.  Then they ran off what workers they had working.
