Should the US Census Bureau be strictly PARTISAN or BI-? Why?

If you place a very partisan guy at the head it doesn't look good. It looks like you're stacking the deck to finagle/manipulate outcomes that will service your party and be a disservice to the opposition. Is  that the whole point of being prez?
