Merit-based? Exactly what does that mean? All applicants take tests and are graded on a curve or will it be selective/picky/choosy/rigged?

Immigration requirement. Merit-based. Will the merit be stricter for Africa/Haiti/El Salvador folks and loosy goosy for Norway? How is fairness going to be administered unless there is a RIGID method that is developed to INSURE that everyone gets the same fair shot?
