    While I won’t defend the response, or lack of it in PR, Beverly Hills, et al, is not isolated from the mainland by a sea. 
    We’d have to see SoCal have its entire power grid erased before we can make an apt comparison.

    Comparisons are NEVER identical/equal Don. The point I make is valid. If they were an island do you really think power wouldn't be restored IMMEDIATELY and rebuilding wouldn't be ongoing IMMEDIATELY? If you do then we disagree completely. Thank you for your reply and Happy Friday to thee! :)

    Being well-to-do areas of course they receive faster service because people know they will be paid for the work they do. 

    As you may recall Puerto Rico was offered specific govt help but they turned it down.
