Here is the "reason" doofus don won't implement the Sanctions on Russia that Congress already voted for and passed.( It was supposedly non-vetoable but you see it doesn't mean crap to a lawless USEFUL IDIOT.)
The sanctions won't be implemented because the threat of them is a "deterrent". That's the bullsh** gibberish offered up by the White House for IGNORING the law! SIGH.
