Someone says "there is a time and a place for protest". What is the best time, and where is the best place and who should decide?

Observers?  Censors? Political partisans? Or the person doing the protesting?

    You don't protest on someone else's dime. You do ot on you own time. Unless your employer has specifically gave you permission....not the union or yourelf.
    If you are on my dime, you do what I say.
