How do you prepare for a disease that could kill millions the cause of which is unknown nor how to treat it?

Dr. John-Arne Rottingen, a Norwegian Scientist and adviser to the World Health Organization calls it DISEASE X. Says we have to prepare and plan for it flexibly in terms of vaccines and diagnostic tests. He says it could be a pathogen currently unknown to cause human disease OR by a known illness that has not caused problems before. He lists it as a new world threat. So all we know is IT"S COMING. We don't know when or the cause or how to treat it. How do you prepare for THAT?.
