GWB managed to send them to Iraq, but I remember there was questions about the legality of that. Something about a law that had been quietly passed making the president the supreme commander with the right to take active command of them "in an emergency" (without really specifying what 'an emergency' meant). Anyway he sent them to Iraq, and they got into such a mess that the regular army had to go there too in order to get them out. The regular generals did not much like that piece of fast footwork.

Thank you for your thoughtful, helpful and informative reply JakobA! I had forgotten about that. If I were the Governor of a state I would be OUTRAGED if I had not been consulted or asked for my consent. Governors are responsible for their own states. What happens if there is a State emergency and the National Guard is gone to elsewhere? That does not seem fair, reasonable, logical or sensible. Happy Thursday. I know. You are going to chide me for expecting fair, reasonable, logical, sensible from government aren't you? I thought so! :(
What happens if a state emergency arises and the National Guard is engaged in border patrol elsewhere and unavailable? I think it sucks big time m2c! The Governor is RESPONSIBLE for what goes on in his/her state and if left crippled because the prez STOLE a defense weapon which is what the National Guard is what happens then? I don't know. I also don't know why the governors would allow the law to happen without challenging it in court, Katrina was a long time ago. Both our states and our Congress have been slowly relinquishing power to the Presidency for decades...our founders put in the checks and balances under the logical assumption that each would try to protect their power. Our Pres are not supposed to have the ultimate power.
