The National Guard of every state has two bosses. The State government and the Federal government. It seems the fed boss can trump the state boss. Do you agree that the prez should have complete authority over all military including the National Guard which is a RESERVE military even if the Governor of the states disagree? If so isn't STATES' RIGHTS a joke? If it is always under the thumb of a big cheese elsewhere then there are no STATES' RIGHT independent of the feds and so they don't have any sovereign rights to govern as they see fit. Nicey nicey or lousey lousey? Why?
