What is a Governor supposed to do when DA BIG CHEESE in D.C. has deployed the National Guard to elsewhere and an emergency arises?

Governors are responsible for their states. The National Guard is a Reserve Military to aid in protecting the state from whatever the Governor deems necessary. If the feds have conscripted them what is the Governor supposed to do then?
