We don't pay terrorists who kidnap. That would encourage more of them. What sane person pays off someone who lies about him?

Wouldn't that encourage all the vermin hiding in the slime and scum under rocks to slither out, lie and collect money for it? Would YOU pay someone off to keep quiet if he/she threatens to LIE about you? Why would you ?
