Nothing is classified after the fact. Things are classifed at the point they are made based upon the topic. People who are high up in the government to have these high clearances know by the topic if a document it classified or not. So people like Comey, H Clinton, etc are lying when they claim they did not know something was classified ("Is that what that C means?)
