If true that Pompeo wasn't supposed to meet with Kim Jung-un when Pompy surreptitiously snuck into North Korea how did it happen?

Did the US get played? Did Kim take charge and assume control of the situation without the approval of the don? Macron outplayed the don for sure and now we are told that Kim probably did so too? Kinda embarrassing if true.
