Why should ANYONE get a leg up or heads up about what questions are going to be asked in a criminal invesigation?

I do not give  RAT'S A** whom it is. President doofus of the US or the Pope or Donald Duck or a King or Yoda or Nemo or a worm in the backyard garden. Why should anyone get special treatment? There are criminal charges being investigated for the doofygoofylucy. WHY should a POTENTIAL criminal like him get a heads up? Who among you think that is FAIR?
