You can start by working on and valuing yourself. If you lack self confidence, take up a skill or sport which will help you develop it. 'Girls' are smart. They can tell at a glance (by how you 'carry' yourself) whether you have any self respect. If you do not, they will walk all over you...at best. After all, why should others find value in you if you find no value in yourself?
Start socialising and meeting new people.
I agree with Nimitz... Take up a sport or something you enjoy so your confidence will grow.

Out there are many super shy girls in your age range and you simply need to not be shy enough to communicate with them. It can help if you can use written communication, it will make it easier for both of you. You will be most happy if the girl matches your level of shyness, otherwise the relationship can be difficult.
