I assume it is impossible for living creatures to live without a heart. Literally. However many in D.C. are heartless figuratively. Why?

It comes from the top. The rot starts at the head. Heartless is drawn to heartless. Heartless begets heartless. Heartless admires heartless. Because of.....what? Anyone have a clue why in D.C. obviously heartless is the entree, the soup du jour, the appetizer and the dessert?
