Did the Saudis and the Russian COLLUDE to elect don juan prez or were they two individual groups working separately?

What do you think of a US prez OUTING an undercover agent? Isn't a prez supposed to PROTECT the country and its citizens? Where does the Constitution say undermining the government is a scooby dooby dooby do        something a prez should do?
