Sure an icee refreezes and turns into a solid block in the freezer but what makes a snowball do the same thing when it was already made up

of individual solid flakes?

    I believe pressure or slight temperature changes make the individual flakes thaw very slightly then re-freeze, fusing them into homogenous ice.
