Do you think any politician should be able to go anywhere at anytime and meet with anyone? Aren't there rules for that?

Aren't there diplomatic channels one should go through? Should there be a stated purpose for the visit with a stated goal?  Those of you who don't live in the US. Do your politicians travel willy nilly anywhere they want to go? It just seems so juvenile, haphazard and impetuous.
