Uh, you answered your own question. If "all is fair," there are no rules.
We've tried to reinvent war and in doing so, we've made it a game. War is terrible and it is death and destruction made manifest. War is something that should not be entered into unless a people have no other options. Once the decision to fight is made, it should be fought with the objective of total victory. The peace should be magnanimous and equitable but not dictated by the defeated.
There're those with honor that abide by the Geneva convention, then there're Islam's that target woman and children civilians.
You are not paying attention. I said SUPPOSEDLY. I do not agree that all is fair in love and war. That is the point of my specific and purposeful

Thank you for your thoughtful answer Polk. It is the ideal of course but realistically we do enter into wars when we have had other options. Invasion of Iraq comes to mind first and foremost
