Once a conscious is seared, it is very hard to repair it. it's not impossible, but it takes a lot of hard work. Problem is, many of those who have shared their conscious don't want to repair it. They seared it to get it to stop nagging them.
The conscience-free folks get a free ride in life. Whatever they do worries them not. Whatever they want they work to get. Whatever happens matters not as long as they get what they go after. I do wonder though if there is a "some other place' where they do have to face what they have wrought? Another place that awaits us all where judgment is rendered. Not Heaven or God necessarily. Before that final stop an interim place through which all go. Did you see Charlie and the Chocolate Factory Shuhak? The one with Gene Wilder? Remember the scale that determined if the kids were "good" eggs or bad and how a bad egg was automatically booted to someplace else and we could only imagine what was waiting there?. I kinda like that. The good eggs would go on to the final place and the bad eggs would go to their own "special" place. SIGH. Would that it were that simple.
