A photo ID is no guarantee of a person's identity. Ever hear of IDENTITY THEFT? Why not implant a CITIZEN CHIP at birth and use that?

Implant it in the hand of the infant and all he/she has to do is have a scanner scan it. No muss no fuss no fake! No phony baloney.
