Apparently it is illegal to SECRETLY lobby legislators in America to benefit foreign powers who are paying you to do so. If you register and the government KNOWS you are doing so is there no problem? How many American citizens are servicing/serving foreign governments vis a vis lobbying Congress on their behalf to do whatever will benefit their clients? Is that what a patriotic citizen would do? Are there many of them? Is that an honorable profession? Would you do so?
