Just because someone knows HOW TO read or write does not indicate such person is LITERATE. What does?

LITERATE

1. able to read and write

2. having or showing knowledge of literature , writing, etc.; literary, well-read

3. characterized by skill, lucidity, polish


You know HOW but you don't DO ? How literate is that to you?

    Literate. 1. able to read and write

    Define able: having the skill, power to complete a task. 

    If a person can read....they are literate.
