Dogs respond to whistles only they can hear. A select group of humans respond to whistles that instill fear only they can hear. WHY?

Do dog whistles instill fear?  What do they instill? What is the purpose? The whistles humans hear are specific and specialized to instill specific reactions of the selected targets. FEAR is the main emotion. Now here's the question. Why do more humans not hear those whistles at all while others hear them constantly? Different ear drums? Different DNA? Different what?
