Some folks are always telling others what they SHOULD/SHOULDN'T do/say. As if they're arbiters of what's ok to say for others. Why do they?

Some keep their eyes on their own plate while others are always focusing on the plates of others to see how they can best criticize what others choose to consume. Is that being nosy busybodies? Troublemakers? Instigators? If not what being is it?
