Is it true that "the fundamental things apply AS TIME GOES BY" or is that just a lie?

Is it true that "all we are is dust in the wind"?

And also true that "swiftly go the years. One season following another laden with happiness and tears"?

"Send in the clowns. Don't worry they're here"

    Such old (or new) saws will not hold true all the time.  But they give something for people to say when they don't have anything else to say.
